Union Public Service Commission (UPSC) has released notification for recruitment of Group A & B Engineers/Officers for various central engineering departments & organisations for year 2025.
Here in this blog, I have explained all the necessary details related to this recruitment notification.

EDUCATIONAL QUALIFICATION:
A candidate must have:
(i) obtained a degree in Engineering (BE/BTech) from a UGC recognised university; OR,
(ii) passed Sections A and B of the Institution Examinations of the Institution of Engineers (India); OR,
(iii) obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time; OR,
(iv) passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India); OR,
(v) passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India; OR,
(vi) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London

NOTE: Final year/appearing students are also eligible to apply.

AGE LIMIT (As on 01/01/2025):
Minimum: 21 years
Maximum: 30 years

However, the upper age limit may be relaxed for:
(a) OBC (NCL): 3 years
(b) SC/ST: 5 years
(c) Up to a maximum of three years (six in case of OBC/eight in case of SC/ST) in the case of Defence Services personnel, disabled in operations during hostilities with any foreign country or in a disturbed area, and released as a consequence thereof.
(d) Up to a maximum of five years (eight in case of OBC/ten in the case of SC/ST) in the case of Ex-servicemen including Commissioned Officers and Emergency Commissioned Officers (ECOs)/Short Service Commissioned Officers (SSCOs), who have rendered at least five years Military Service as on 1st January, 2025 and have been released on completion of assignment/on account of physical disability/on invalidment.
(e) Up to a maximum of 10 years (13 in case of OBC/15 in case of SC/ST) in the case of candidates belonging to Person with Benchmark Disability viz. Low vision, deaf and Hard of Hearing, Locomotor Disability including Leprosy cured, Dwarfism, Acid Attack victims, Muscular Dystrophy, Specific Learning Disability and Mental Illness.
(f) Up to the age of 35 years (38 in case of OBC/40 in case of SC/ST), if serving as permanent employee (or contractual for atleast 3 years) in the following departments (not in probation):

Are candidates having BTech in any stream (Computer/IT/others) eligible for this exam?
Yes, they are eligible.
A candidate needs to have a BE/BTech Degree from any UGC recognised university. There is no specific branch/stream mentioned in the notification.
You just need to select any of the four categories, and prepare their engineering syllabus:
1. CATEGORY I - CIVIL ENGINEERING
2. CATEGORY II - MECHANICAL ENGINEERING
3. CATEGORY III - ELECTRICAL ENGINEERING
4. CATEGORY IV - ELECTRONICS AND TELECOMMUNICATION ENGINEERING

NOTE: The result and merit list for different categories will be released separately, and you can select only one category.

ATTEMPT LIMIT:
There is no any restrictions on number of attempts. You can give unlimited attempts till your upper age limit.

JOB PROFILE OF IES OFFICERS:
1. Technical Services: Planning, design, execution, and maintenance of infrastructure projects like roads, bridges, railways, power plants, and telecommunication systems.
2. Policy Formulation: Drafting guidelines, standards, and specifications for projects.
3. Project Management: Managing resources, budget, and ensuring they are completed on time, without compromising the quality.
4. Regulatory Function: Inspections and audits of engineering works, to ensure compliance with engineering standards and safety regulations.
5. Advisory Role: Serve as technical advisors to the government on engineering matters, providing expertise in decision-making processes related to infrastructure and development projects.
6. Research and Development: Innovate and improve engineering practices and technologies.
7. Coordination: To coordinate with various stakeholders, including government departments, private contractors, and the public, to ensure smooth project execution and address any concerns.
8. Training and Development: Training junior engineers and other staff, sharing their expertise and ensuring the development of skills within the engineering workforce.

SALARY OF IES OFFICERS:
Pay level: level-10 (₹56,100 - 1,77,500)
Grade Pay: 5400
Basic Pay: ₹56,100
Dearness Allowance (DA): 50% of Basic Pay
Travelling Allowance: ₹7200 + DA (50%)
House Rent Allowance (for X-city): 30% of Basic Pay
Gross Salary: ₹1,12,000 approx.
Net in-hand salary: ₹93,500 approx.

PROMOTION of an IES Officer:
1. Assistant Executive Engineer: Entry level, and level-10 salary (₹15600-39100 + 5400 GP)
2. Executive Engineer: After 4 years of service, and level-11 salary (₹15600-39100 + 6600 GP)
3. Executive Engineer (NFSG): Non-functional upgrade after another 5 years of service, and level-12 salary (₹15600-39100 + 7600 GP)
4. Superintending Engineer: After another 4 years of service, and level-13 salary (₹37400-67000 + 8700 GP)
5. Chief Engineer: After another 3 years of service, and level-14 salary (₹37400-67000 + 10000 GP)
6. Additional Director General: After another 3 years of service, and level-15 salary (₹67000-79000)
7. Special Director General: After another 1 years of service, and level-16 salary (₹75500-80000)
8. Director General: selection/priority basis, and level-17 salary (₹80000 fixed)

Selection Process of ESE:
The selection will be done in three stages:
A. Preliminary Exam (Stage 1st)
B. Mains Examination (Stage 2nd)
C. Personality Test/Interview (Stage 3rd)

A. PRELIMINARY EXAM
1. For CATEGORY I - CIVIL ENGINEERING:

(a) Paper-I: General Studies and Engineering Aptitude: 2 hours - 200 marks
(b) Paper-II: Civil Engineering: 3 hours - 300 marks
TOTAL: 5 hours - 500 marks
Type Of Questions: Objective Type (MCQs)
Negative Marking: one-third (1/3rd) of the marks assigned to that question

2. For CATEGORY II - MECHANICAL ENGINEERING:
(a) Paper-I: General Studies and Engineering Aptitude: 2 hours - 200 marks
(b) Paper-II: Mechanical Engineering: 3 hours - 300 marks
TOTAL: 5 hours - 500 marks
Type Of Questions: Objective Type (MCQs)
Negative Marking: one-third (1/3rd) of the marks assigned to that question

3. For CATEGORY III - ELECTRICAL ENGINEERING:
(a) Paper-I: General Studies and Engineering Aptitude: 2 hours - 200 marks

TOTAL: 5 hours - 500 marks

B. MAINS EXAMINATION
Based on the performance in Prelims stage, about 6 to 8 times candidates (category wise) are shortlisted for Mains Stage.

1. For CATEGORY I - CIVIL ENGINEERING:
(a) Paper-I: Civil Engineering: 3 hours - 300 marks
(b) Paper-II: Civil Engineering: 3 hours - 300 marks
TOTAL: 6 hours - 600 marks
Type Of Questions: Conventional (Descriptive Type).

2. For CATEGORY II - MECHANICAL ENGINEERING:
(a) Paper-I: Mechanical Engineering: 3 hours - 300 marks
(b) Paper-II: Mechanical Engineering: 3 hours - 300 marks
TOTAL: 6 hours - 600 marks
Type Of Questions: Conventional (Descriptive Type).

3. For CATEGORY III - ELECTRICAL ENGINEERING:
(a) Paper-I: Electrical Engineering: 3 hours - 300 marks
(b) Paper-II: Electrical Engineering: 3 hours - 300 marks
TOTAL: 6 hours - 600 marks
Type Of Questions: Conventional (Descriptive Type).

4. For CATEGORY IV - ELECTRONICS AND TELECOMMUNICATION ENGINEERING:
(a) Paper-I: Electronics and Telecommunication Engineering: 3 hours - 300 marks
(b) Paper-II: Electronics and Telecommunication Engineering: 3 hours - 300 marks
TOTAL: 6 hours - 600 marks
Type Of Questions: Conventional (Descriptive Type).

C. PERSONALITY TEST/INTERVIEW:
Based on the performance in Prelims stage, about 2 to 2.5 times candidates (category wise) are shortlisted for Mains Stage.
In this stage, your personality is tested, whether you are fit for the service or not.
TOTAL Marks of Interview: 200 marks.

FINAL SELECTION:
Final Selection to the services will be done on the basis of the merit list prepared from Mains and Interview marks.
Total Marks (Final Merit) = Mains + Interview= 600 + 200 = 800 marks.
