Who are Community Health Officers?
Under the Ayushman Bharat Scheme, Government of Uttar Pradesh has decided to transform Sub-Health Centers (SHC), Additional Primary Health Centres (APHC), and Urban Primary Health Centres (UPHC) into Ayushman Arogya Mandirs (AAMs).
These AAMs will be led by a Community Health Officer (CHO).
For this, the Integrated curriculum of Certificate in Community Health (CCH) was introduced with B.Sc./Post Basic B.Sc. Nursing curriculum to produce candidates of skills and competency to lead the team and provide comprehensive primary healthcare at Sub Health Centre level Ayushman Arogya Mandirs (AAMs).
Community Health Officers (CHO) will be the incharge of these AAMs, and they will work in co-ordination with the primary healthcare team.
So a CHO will ensure proper implementation of Ayushman Bharat Scheme at AAM, and help people in getting benefitted through this scheme. Apart from Ayushman Bharat, they will also be responsible for implementation of other health programmes under NHM. They will also be involved in providing improved primary health care facilities to the people, promotion of health and prevention of diseases.

EDUCATIONAL QUALIFICATION (as on 17/11/2024):
(i) B.Sc. (Nursing) with integrated curriculum of Certificate in Community Health for Nurses (CCHN), OR, Post Basic B.Sc. (Nursing) course with integrated curriculum of Certificate in Community Health for Nurses (CCHN) from an Indian Nursing Council/State Nursing Council recognized Institute or University from academic year 2020 onwards, AND,
(ii) Registration in Indian/State Nursing Council.
NOTE: The academic year refers to the Integration of middle level health providers (MLHP), i.e., students who have undergone 4th year B.Sc. Nursing and 2nd year Post B.Sc. Nursing in the year 2019-20 or onwards and passed the course successfully.
AGE LIMIT (as on 17/11/2024):
Minimum: 21 years
Maximum: 40 years
• Age relaxation in the upper age limit will be given to:
(i) OBC/SC/ST: 5 years
(ii) Persons with Benchmark Disabilities (PWBD): 15 years
(iii) Ex-servicemen: To the extent of service rendered by them in Armed Forces plus an additional period of 3 years
Are Other State Candidates Eligible?
Yes, other state candidates are eligible for this recruitment.
But you will be considered as a General/Unreserved (UR) candidate, and will not get benefit of reservation.
Registration in UP Nurses & Midwives Council:
Candidates must be registered in UP Nurses & Midwives Council, but candidates having registration in other State’s Nursing Council as Nurse and Midwife are also eligible to apply.
But, they will have to submit his/her registration certificate of UP Nurses & Midwives Council within 90 days of joining in their concerned districts.
BOND & CONTRACT PERIOD:
• Duration: Minimum Three (3) Years.
• Bond: ₹2.5 lakh bond (to serve for at least 3 years).
SALARY:
Salary of Community Health Officers (CHO) will have two components:
(i) HONORARIUM (Fixed): ₹25,000/month.
(ii) PERFORMANCE BASED INCENTIVE (Variable): up to ₹10,000/month
• TOTAL SALARY: up to ₹35,000/month
JOB PROFILE & RESPONSIBILITIES:
On being selected, the candidate will be posted at the Ayushman Arogya Mandirs (AAMs) as Community Health Officer (CHO) to lead the primary care provider team consisting of female health workers (ANM's), male health worker (MPW), ASHA's etc.
Their job responsibilities will include:
(a) Implement National Health Programs, including Ayushman Bharat Scheme.
(b) Administration & management at Ayushman Arogya Mandirs (or Sub Centers).
(c) Health education and encourage awareness about the five expanded range of services (as specified by MoH&FW, GoI).
(d) Preventive, Promotive & Curative care.
(e) Identification of "Danger Signs" and Referral after pre-referral stabilization.
(f) Implement Bio-medical waste disposal guidelines and Infection control policies.
(g) Supervision of health workers for Maternal and Child Health, Family Planning and Nutrition related services.
DISTRICT PREFERENCE:
(A) It is mandatory for candidates to fill all 75 District Preferences. Without filling District Preference, the form will not be submitted.
(B) District allocation: District allocation will be first done for PwD candidates on the basis of their merit and Location Preference. After that, District allocation for the rest candidates will be done based on merit and preference of the location filled by the candidate.
SELECTION PROCESS:
The selection process shall include two phases:
A. Phase-I: Computer Based Test (CBT).
B. Phase-II: Document Verification Process (DVP).
A. Phase-I: Computer Based Test (CBT)
• Merit will be generated based on CBT.
• It will consist of two sections:
(i) Section-I: Professional Knowledge
[This part will have 80 Questions from professional knowledge of the respective discipline]
(ii) Section-II: Aptitude Test
[This part will have 20 Questions from General Aptitude, Reasoning, General Awareness and Basic Computer knowledge]
• TOTAL: 100 questions (MCQs)
• Each question has 1 mark weightage.
• Total Marks: 100 marks
• Negative Marking: NO ANY
• Total Time: 120 minutes (2 hours).
• Minimum Qualifying Marks:
(a) For General/EWS: 33%
(b) For OBC-NCL: 30%
(c) For SC/ST/PH: 24%
B. Phase-II: Document Verification Process (DVP)
Shortlisted candidates (based on CBT) will be called for the Document Verification Process (DVP).
After satisfactory verification of documents, candidates will be allocated posting in districts, based on their performance in CBT and District Preference.
