JSSCE 2024 - Jharkhand Stenographer - Eligibility - Job Profile - Salary - Promotion - Exam Pattern

Jharkhand Staff Selection Commission (JSSC) has released notification of JSSCE-2024 for recruitment of Stenographers for Jharkhand State Secretariat/Sachivalaya for year 2024.

Important Dates:
Application Begins: 6th September 2024
Application Ends: 5th October 2024
Fee Payment Last Date: 5th October 2024
Photo Upload & Printout Last Date: 5th October 2024
Correction Date: 7th to 10th October 2024
Exam Date: Will be announced later

Application Fees:
₹100 for General/OBC/EWS and ₹50 for SC/ST

Remember: Other State Candidates will be considered in General Category, and will not get any benefit of reservation.

Vacancies:
This year, a total of 454 vacancies of Stenographers has been released, which is distributed as follows:
1. Unreserved (UR - General/Other State): 182 vacancies.
2. Economically Weaker Sections (EWS): 45 vacancies.
3. Other Backward Caste (OBC I): 37 vacancies.
4. Backward Caste (BC II): 27 vacancies.
5. Schedule Caste (SC): 45 vacancies.
6. Schedule Tribes (ST): 118 vacancies.


Salary/Pay Level:
Pay Level: level-4 (₹25500-81100)
Basic Pay: ₹25,500
Dearness Allowance (DA): 50%
Gross Salary: ₹42,800 approx.
In-hand salary: ₹37,865 approx.


Educational Qualification:
Must have completed a "Graduation degree" or its equivalent from any recognised university in any stream, as on the last date of application.


Age Limit (as on 01/08/2024):
Minimum Age Limit:
 21 years.
Maximum Age Limit: Different for different categories:
1. General/EWS (Male): 35 years
2. OBC-1/BC-2 (Male): 37 years
3. Female (General/EWS/OBC-1/BC-2): 38 years
4. SC/ST (Both Male and Female): 40 years.



Job Profile of Jharkhand Secretariat Stenographers:
The Stenographers belonging to Jharkhand Secretariat Stenographers Service have the following responsibilities:
1. Crafting speeches by recording the words of senior officials (which requires use of stenography skills).
2. Participating in press conferences, documenting conference details and speeches, and contributing to the creation of press releases.
3. Drafting Notices, letters, notices, etc.
4. Assisting ministers and officers in crucial government proceedings (taking phone calls, fixing/scheduling meetings and appointments, etc).
5. Maintaining records of all calls, documents, files, notices, press releases, etc, in the office.
6. Collaborating with the Public Relations officer to provide information regarding the government’s position on various issues.
7. Performing other related tasks as assigned by a senior officer.


Promotion/Career Growth of Jharkhand Secretariat Stenographers:
According to Jharkhand Secretariat Stenographers Service Rules 2011, stenographers get promotion in the following order:
1. After a minimum of 15 years: Eligible for promotion from Stenographer to Personal Assistant, which has a salary of level-7 (9300-34800, 4600 GP), and is a Group-B post.
However, after 5 years of service as Stenographers, you are eligible for Limited Departmental Competitive Exam (LDCE) for promotion to Personal Assistant.

2. After the next 2 years (minimum): Eligible for promotion from Personal Assistant to Private Secretary, which has a salary of level-8 (9300-34800, 4800 GP), and is a Group-B post.

3. After another 6 years (minimum): Eligible for promotion to Principal Private Secretary (PPS), which has a salary of level-11 (15600-39100, 6600 GP), and is now a Group-A post.

4. After another 5 years (minimum): Eligible for promotion to Senior Principal Private Secretary (SPPS), which has a salary of level-12 (15600-39100, 7600 GP), and is a Group-A post.

5. After another 5 years (minimum): Eligible for promotion to Principal Staff Officer (PSO), which has a salary of level-13 (15600-39100, 8700 GP), and is a Group-A post. And this is the highest post in Jharkhand Secretariat Stenographer Service.


Exam Pattern:
Exam will be conducted in two stages:
A. Skill Test
B. Written Test.

A. Skill Test:
It will have two papers:
1. Hindi Stenography Test.
2. Computer Proficiency Test.

1. Hindi Stenography Test:
500 words paragraph will be recited at the rate of 50 WPM (words per minute) for 10 minutes.
After this, you will be given 5 minutes time to read the material you have written. And then, 40 minutes time for typing this material on computer.
Note: Maximum mistakes allowed is only 5%, otherwise, you will be disqualified.

2. Computer Proficiency Test:
This exam will have 5 tasks:
a. Typing a paragraph in MS Word and saving it.
b. Entering data and performing basic mathematical operations in MS Excel. c. Drawing Pie Chart and Bar Chart in MS Excel.
d. On the basis of data given in MS Excel, you'll have to make a PowerPoint Presentation in MS PowerPoint.
e. Creating a folder and saving all the files created in previous four tasks (a to d) and sending it to an Email Address.

So there are a total of 6 tasks (two tasks in "e" - folder creation and email).

Marking: All tasks will be of 25-25 marks each.
Total Marks: 150 marks.
Total Time: 1.5 hours (90 minutes).

• On the basis of qualifying Stenography Test, and marks scored in Computer Proficiency Test, you will be shortlisted for 2nd stage.

B. Written Test:
Candidates shortlisted from Stage 1st (Skill Test), will be called for Written Test, which will also have two papers:

1. Paper-1: General Ability Test.
English Language: 25 questions - 75 marks
Hindi Language: 25 questions - 75 marks
General Knowledge: 25 questions - 75 marks
Reasoning & Mental Ability: 25 questions - 75 marks

Total: 100 questions - 100 marks.
Total Time: 3 hours (180 minutes).

2. Paper-2: Tribal and Regional Language.
This paper contains questions on any one language's literature and grammar from the following:
Hindi/English/Urdu/Santhali/Bangla/Mundari/Ho/Khariya/Kudukh/Kurmali/Khortha/Nagpuri/Panchparganiya/Odiya/Sanskrit.
Total questions: 100 (MCQ type)
Total Marks: 300 marks
Total Time: 120 minutes (2 hours)

• Merit List for final selection will be prepared on the basis of marks scored in both Paper-1 and Paper-2 of 2nd Stage (Written Test).

Marking scheme: In 2nd Stage, in both papers, correct answer will earn you +3 marks, and incorrect response will attract a penalty of -1 marks.

Note: You must have to score a minimum of 30% marks in both the papers of 2nd Stage, otherwise your result will not be declared.
